Sometimes? Often? annoying ... this window is above all this to alert you if you are uncomfortable with the computer. Following the various user complaints about UAC, Microsoft has redesigned this functionality by integrating the concept of modulation of the warning level.
In the "Control Panel" click on "User Accounts" then "Change Settings User Account". This window appears:

By convention, the lowest level is 0 because it completely disables all actions of the UAC. Level 1 is the same as level 2 (default) but it removes the black screen. Level 3, maximum, will warn you when an application will change the functionality of the computer or change Windows settings.
